It looks like Bush's second new Cabinet member will be an old one -- current National Security Advisor Condoleeza Rice.
I don't have a huge problem with this from a political standpoint, but I do from a competency standpoint. I used to have a fairly high opinion of Dr. Rice, until hearing her responses to the questions asked of her during the Congressional hearings on the pre-9/11 terror warnings. It's clear to me that she may be a competent manager/bureaucrat, but she is certainly not a leader. From her answers, it appears that she approached her role at NSA as a glorified executive assistant, organizing and passing along information to the leadership team but only pursuing those lines of inquiry as directed.
Maybe I've seen or read too many techno-thriller Tom Clancy novels, but to me the NSA should be the driving force in seeking out security threats, and they should be thinking outside the box in an effort to keep 2 steps ahead of our enemies. I don't see Dr. Rice as this kind of a person. It could be the case that her strengths will be better utilized at State, but instead what I see coming is a quashing of the bureaucratic independence exercised by State's permanent employees.
